A new arch skill similar to c2/b2/sh2 with a reduced area size in comparison to those. Would be limited to mobs directly adjacent to the caster.

Dispel is a very very powerful spell.
I created a dispel NPC for the RD2 and I was banned from using it by my lily livered building team.
It was awesome and would completely demolish any player who did AOE spells.
To enable an AOE dispel spell would rule the world.

No stun and no compulse were put in on monsters who were supposed to be very tough and not able to be one shot KO'ed.
Once the ability is available, a builder can apply it as they see fit.
If there are specific monsters where you think the block was applied and it should not have been then let us know.
